I. Mục đích của vị trí công việc

Phó phòng Khai thác sân bay được Giám đốc Khối dịch vụ uỷ quyền, có trách nhiệm và quyền hạn trong việc đề xuất các chính sách, tiêu chuẩn, quy trình về công tác đào tạo, khai thác mặt đất (tiêu chuẩn về khai thác và an toàn sân đỗ...) cho các sân bay và chuyến bay do Công ty khai thác; giám sát, kiểm soát các hoạt động khai thác và an toàn sân đỗ. Tìm kiếm, phối hợp đàm phán, quản lý theo dõi các hợp đồng dịch vụ mặt đất; quản trị chi phí các dịch vụ mặt đất.

II. Mô tả công việc / Main tasks & responsibilities

Giúp việc cho Trưởng phòng trong việc giám sát công việc của nhân viên trong lĩnh vực được phân công.
Thiết lập, duy trì, cập nhật các chính sách, tiêu chuẩn, quy trình, quy định thuộc khu vực sân đỗ tàu bay, bao gồm không giới hạn hoạt động khai thác sân đỗ, kiểm soát tải, chất xếp và những yêu cầu khác đối với tàu bay trên sân đỗ,… Xây dựng và triển khai tiêu chuẩn đào tạo của Khối dịch vụ.
Tham gia hoạt động tổ an toàn khai thác mặt đất & hàng hoá (SAG3). Chủ trì hoạt động đánh giá IOSA, AOC, CAAV…/13.
Quản lý hoạt động trực khai thác mặt đất tại OCC, công tác báo cáo định kỳ hoạt động khai thác mặt đất. Kiểm soát hoạt động phục vụ các chuyến bay VIP/CIP và mở đường bay mới.
Phối hợp soạn thảo hợp đồng dịch vụ mặt đất giữa Bamboo Airways và các nhà cung cấp. Theo dõi, kiểm tra và đánh giá việc thực hiện các hợp đồng đã ký kết. Thực hiện thanh toán, kiểm soát ngân sách, chi hoạt động khai thác mặt đất.
Thực hiện các nhiệm vụ khác do Trưởng phòng/Lãnh đạo Khối SGO giao.

III. Yêu cầu về năng lực

Ứng viên tốt nghiệp Đại học các chuyên ngành: Hàng không/Quản trị chất lượng/Quản trị kinh doanh/Kinh tế/Kỹ thuật/Thương mại/Ngoại ngữ hoặc lĩnh vực liên quan
Hiểu biết về Hệ thống quản lý an toàn (SMS);
Có ít nhất 5 năm kinh nghiệm làm việc trong ngành Hàng không, từ 2 năm ở vị trí quản lý, giám sát, trưởng nhóm hoặc trưởng phòng.
Có nền tảng về hoạt động hàng không, quản lý an toàn.
Có kiến thức về khai thác mặt đất, hoạt động ngoài sân đỗ hoặc phục vụ hành khách.
Giao tiếp Tiếng Anh tốt, tương đương TOIEC 600
Có kỹ năng lãnh đạo, quản lý và điều hành
Có kỹ năng đàm phán, giao tiếp và tạo lập quan hệ
Có kỹ năng đào tạo, hướng dẫn và truyền đạt kiến thức chuyên môn

I. Purpose of position

Airport Operations Deputy Manager is authorized, responsible and accountable to Airport Operations Manager/Services BOD for establishing policies, standards, procedures for airside operations and safety; supervise, monitor ground operations activities ensure that products, services provided for the aircraft of Bamboo Airways comply with approved documents and meet requirements of safety, security and quality; searching, coordinating negotiations, managing and tracking ground service contracts; Cost management of ground services.

II. Main tasks & responsibilities

Support Manager in supervise/monitor Airport Operations staff performances in assigned scope.
Establish, develop and submit to update the policies, regulations, standards and procedures within the scope of airside operations including but not limited to ramp operations, load control, loading and other requirements for aircraft handling on the ramp… to meet quality, safety and security requirements. Establish and implement training standards in the scope of Services Block.
Participate the activities of the SAG3 team according to the decisions and regulations of the SAG3 team, Lead safety and securities certification audits such as IOSA, ISO, AOC operator certification, and CAAV audit at HDQ.
Monitor operations duty of passenger services at the Operations Center (OCC) and periodically reports of the scope of ground operations. Deploy ground services activities for VIP and charter flights and presiding over the establishment of operations when operating at the new airports
Cordination drafting of ground service contracts beetween Bamboo Airways and suppliers. Monitor, inspect and evaluate the implementation of signed contracts. Process the payment according contract, monitor, supervise and manage the budget/costs of ground services in accordance with current regulations.
Other task as assinged by Manager/ Services Board of Directors.

III. Qualification & Requirements

University graduates with majors: Aviation / Quality Management / Business Management / Economics / Technology / Trade / Foreign Languages, or related areas.
Understanding of Safety Management Systems (SMS);
At least 05 years working experience in the aviation industry, with 2 years at managing position as supervisor, team leaders or manager.
Background in airline operations, safety management.
Proven knowledge in ground operations, ramp handling or passenger services.
Excellent English communication skills, equivalent to TOIEC 600.
Strong leadership, management, and operational skills.
Strong negotiation, communication, and relationship-building skills.
Strong training, mentoring, and professional knowledge transfer skills.
